Russian sunflower oil exports at record highInterfax: Russia & CIS Business and Financial Newswire MOSCOW. Jan 22 (Interfax) - Russia, which had a record sunflower harvest in 2008, continues to set new highs for sunflower oil exports. Russia exported 266,000 tonnes of sunflower oil in September-December 2008, including 124,000 tonnes in December, both record highs, Dmitry Rylko, the general director of the IKAR agricultural market research institute, told Interfax. Russia exported 76,000 tonnes of sunflower oil in 2006, the previous record, and 52,000 tonnes in 2007. The bumper sunflower seed crop is the main reason for the record exports, Rylko said. The harvest totaled 7.35 million tonnes in 2008 compared with 5.7 million tonnes in 2007. Russian sunflower oil was competitively prices at $650-$700 per tonne FOB. In 2007 the oil was priced at up to $1,000 per tonne. "The balance between global supply and demand of vegetable oil is tight due to the demand for biodiesel production and the poor soy and sunflower harvest in Argentina," he said. The biggest importers of Russian sunflower oil are Turkey, India, Spain, Iran and Kazakhstan. Its main competitor is Ukraine. "In essence, Russian and Ukrainian supplies determine the price on the world market," he said. Russia may export up to 850,000 tonnes in 2009, Rylko said. Russia produced 2.8 million tonnes of sunflower oil in 20080, according to preliminary figures. Domestic demand is estimated at 2 million tonnes. Russia would strengthen its position on the oil and fats market if export duty on sunflower - currently 20% but no less than 30 euro per tonne - is lowered or canceled. The move would boost profitability of agricultural producers and provide additional opportunities for exporting a bumper harvest, he said. The issue of canceling the sunflower duty was raised at the Russian Grain Union in November 2008, but no decision has been made. That is the result of the monopolization of the sunflower seed refining sector, a source at a sunflower producer told Interfax. The market is monopolized by five-six players who are able to dictate their terms. The agricultural producers have no choice but to submit and eat their losses, the source said.
The issue of canceling the export duty on sunflower was discussed on January 20 at a meeting of the agricultural working group of the government commission on protectionist measures and tariff policy. However, the Agriculture Ministry reported, "they will receive additional workup."
