BIOFUEL PLANT, WIND FARM CONSTRUCTION, LEGISLATION RUSSIA Czech Falcon Capital will invest $320 mln (235 mln euro) in the construction of a 150 MW wind farm on 2,300 hectares in Russia's republic of Kalmykia, in the south of the country. *** Russia's Krasnoyarsk region authorities plan to launch bioethanol production at Kansky biochemical plant. *** Russian company Pava, which is building a $150 mln (110 mln euro) bioethanol plant, will be granted government support in the form of exemption of the plant's production from excise duty. *** Russia's ruling party United Russia has proposed a national programme for biofuel production, the state Duma chairman Boris Gryzlov said on August 25, 2007. http://www.aiidatapro.com
