Kazakhstan government drafts bill re scope of bioethanol application

Almaty. May 22. Interfax-Kazakhstan — The Kazakh government is drafting a bill that regulates the scope of bioethanol application, said Almaty akim Akhmetzhan Yesimov.

«The government is preparing a relevant draft law, whereby each city must use bioethanol making at least 2% of the total fuel consumption,» he said Wednesday at the environmental public hearing in Almaty.

At the same time, he indicated that Almaty would pioneer biofuel use both in Kazakhstan and CIS.

«Starting June this year the city must start consuming biofuel, a mix of gasoline and bioethanol. () This measure will undoubtedly reduce hazardous emissions,» the city governor underlined.

According to him, last year the pollution index in Almaty rose from 12.1 to 12.6 and hazardous emissions totaled 185,000 tons, including 15,000 by point sources and 170,000 by vehicles.

At the same time, the akim indicated that up to 850,000 vehicles are expected by 2010 (514,000 as of April 1, 2008). Therefore, exhaust emissions will rise, Yesimov added.

Meanwhile, 78% of the vehicles used in the city were manufactured before 2001.

As for the stationary pollution sources, facilities of the heat-power engineering contribute the highest share, in particular heat power plant No 1, indicated the akim.

Meanwhile, Almaty akimat and Kazakh Ministry of Environment Protection have agreed to direct environmental charges of 700 ml tenge to introduce emulgators.

«If we replace solid fuel both in boilers and households, which is still high in the city, we will get much cleaner air,» he said.

At the same time, the governor stated an annually growing water consumption in the city. «More than 290 ml tons of water are consumed currently, therefore the sewage rises and exerts significant influence on the ecology in the city and in its vicinity,» he said.

According to the akim, the water loss with the existing water pipes makes 37%. «The existing water purification systems also do not satisfy requirements of the city,» Yesimov pointed out.

Along with this, the governor said it is essential to facelift vegetation in lmaty.

Having emphasized that the majority of huge poplars that currently grow the city are sick and dangerous as they may fall, Yesimov said city kinds of trees should be planted instead.

Meanwhile, asked by Almaty locals, the akim underlined that public parks in the city would never be made private property.

According to the akimat press service, Zhetysu district contributes to 68.5% of all air pollution in Almaty, Turksib — 15.8%, Almaly — 3.1%, Bostandyk — 2.7%, Medeu — 2.3% and Auezov — 7.7%.

More than 1.5 ml people live in Almaty, the biggest city of Kazakhstan.
