President signed laws on state regulation of manufacture and turnover of biofuel

ASTANA, November 17, 2010 (TCA) -- The President of Kazakhstan, Nursultan Nazarbayev, signed the law on state regulation of manufacture and turnover of biofuel and the law on the amendments and additions to some acts concerning state regulation of manufacture and turnover of biofuel directed at bringing the legislation of Kazakhstan in conformity with the norms of the law on state regulation of manufacture and turnover of biofuel, the agency reports citing the president's press service.

According to the conclusion of Majilis Agricultural Committee, the purpose of the laws is preservation of the environment, development of manufacture and turnover of biofuel, and maintenance of food safety of the state in the course of manufacture of biofuel. The primary goals of state regulation of manufacture and turnover of biofuel are: decrease in the level of emissions of polluting substances into the atmosphere, increase in volumes of production and export of goods with high added cost, support of scientific researches and introduction of the advanced high technologies in manufacture and turnover of biofuel, introduction of the norms allowing the government to define volumes of capacities of manufacture of biofuel, and to establish quotas on food raw materials used for the subsequent processing into biofuel.
