Alternative Energy: CIS Countries News Review April 2007 - Part 1 of 3

Ten to twelve bioethanol plants will be built in Rostov region, southern Russia. The regional authorities have allocated 2.8 mln Russian roubles ($109,000/80,000 euro) for the preparation stage of the programme, which is to be completed by the autumn of 2007.

Agriculture growth in Russia restrained by WTO conditions

"Given the growing consumption of bioethanol in Europe, we are ready to provide additional resources and implement joint projects in this field, using common capital for this purpose," said Agriculture Minister Alexei Gordeyev at an East-West agricultural forum at the Green Week Berlin-2007 exhibition.

Russia to Harvest 76-79 Mln Metric Tons of Grain in 2007

In 2007, Russia will harvest 76-79 mln metric tons of grain, said Agriculture Minister Alexei Gordeyev. He said that, although winter crops are doing quite well, the Russian weather service and several related institutes forecast draughts in grain-growing regions, primarily Siberia and South Urals.

Czech engineering company Alta signed a contract with Russian holding company Titan on the construction of a plant to produce bioethanol worth EUR100m (around Kc2.8bn).

Russia to start production of bioethanol

During the next two years Russia will start production of bioethanol. This information was given at the 14th Agro-Forum East-West, which took place in the frames of the Green Week - 2007 International exhibition in Berlin, by Minister of Agriculture Aleksey Gordeyev.

Biofuel Bill to Go to Duma

The Federation Council, with the support of the Agriculture Ministry, has prepared a bill for introduction into the State Duma to lower the excise tax on bioethanol fuel to encourage the development of bioenergy in Russia. Tax breaks are being proposed for oil refineries that add alcohol to their fuel. This was announced by Deputy Chairman of the Federation Council Committee on Economic Policy Vladimir Gusev at the Fuel Bioethanol 2007 congress.

FACTBOX-Biofuel projects in the former Soviet Union

High taxes and bureaucracy are obstructing plans by Russian companies to launch production of bioethanol as a cheaper and environmentally friendly alternative to gasoline, officials said on Tuesday.
More than 10 Russian companies have announced plans to produce bioethanol from grains, but none of the potential producers are willing to proceed until laws are eased.

Red tape, taxes stall Russian biofuel plans

High taxes and bureaucracy are obstructing plans by Russian companies to launch production of bioethanol as a cheaper and environmentally friendly alternative to gasoline, industry and government officials said on Tuesday.

They said more than 10 Russian companies had announced plans to produce bioethanol from grains, but none of the potential producers wase willing to proceed until laws were eased.

"I'm not very optimistic about development of bioethanol production in Russia as the tax component is too big," Grain Union head Arkady Zlochevsky told a bioethanol conference.

Second International Fuel Ethanol Congress in Russia & CIS

Russian Biofuels Association together with Genencor Division, A Danisco Company,  is organizing First Fuel Bioethanol Congress in Russia. The event will be held on April 17-18, 2007 in Moscow in the Renaissance Moscow Hotel.
