The Council on Implementation of the National Priority Projects published an article on its website with the results of the meeting. Unofficial Translation of the Article: The Russian Government Press-Service informed that First Deputy Prime Minister Dmitriy Medvedev tasked government executive bodies on issues relating to the development of the agricultural sector during a meeting held in Kaliningrad on January 10, 2008. The Ministry of Economic Development and Trade (MEDT), the Ministry of Agriculture (MinAg) and the Ministry of Justice must come up with a joint proposal on additional measures of legal regulation of land usage and guaranteeing better utilization of arable land, as well as land of other categories under federal jurisdiction. MinAg, MEDT, other government agencies, Gazprom, and RAO UES (Unified Energy Systems) will jointly consider the possibility of reimbursing the expenses to agricultural producers for access to electricity networks and pipelines during construction of agricultural facilities and, if necessary, develop and introduce corresponding proposals to the GOR. MEDT, the Ministry of Justice, and other relevant federal agencies were instructed to jointly evaluate the regulation of procedures for inspections of private businesses and a mechanism for forwarding requests to businesses from inspection agencies and law enforcing authorities. MEDT and MinAg will develop and submit a proposal on measures to regulate meat imports in 2010 and following years, including the use of tariff rate quotas.
In accordance with the instruction, MinAg, MEDT, and the Ministry of Finance will evaluate the possibility of subsidizing purchases of locally produced soybean meal in the framework of the state program for development of agriculture and regulation of markets of agricultural products, raw materials and food products in 2008-2012.
