"Foreigners exported almost all rape grown in 2009, although it could be processed and sold not as a raw material, but as a final product of its processing - biofuel," he said.
In 2009, 3.2 million tons of rape were grown in Ukraine. At the same time, one tone of rape was worth UAH 2,900 (1 USD - 7.99 UAH), and agricultural producers willingly sold it.
"Now the Ukrainian plants have capacities to produce 600,000 tons of biofuel of a European quality a year. There are legal documents and the will on the part of entrepreneurs to produce biofuel, but there is no the government's will for this," Semenov said.
The market participant forecasts that 1 liter of biofuel in Ukraine will cost UAH 5.6.
